Standard Applicability:This standard applies to guide the coking chemical industry emissions units (production of coke, semi-coke products mainly coal processing industry and iron and steel and other industrial enterprises coking branch) to fill out the “emission permit application form” (Annex 2 in the Environmental Water Body [2016] No. 186) and fill out the relevant application information online, and at the same time, it applies to guide the certification authority to audit and determine the requirements of the emission permit license. This standard applies to the management of discharge permits for air pollutants and water pollutants discharged by coking chemical industry discharge units. In the coking chemical industry emission units, for the implementation of GB 16171 production facilities and emission outlets, the “Emission Permit Application and Issuance Technical Specifications for Coking Chemical Industry” applies; for the implementation of GB 13223 production facilities and emission outlets, the “Emission Permit Application and Issuance Technical Specifications for Thermal Power Industry” applies; in the “Emission Permit Application and Issuance Technical Specifications for Boilers” before the release of the “Hot Water Boiler and Steam Boiler of 65 t/h and below, the hot water boiler and the steam boiler of 65 t/h and below will be subject to the “Emission Permit” requirements. Before the release of the “Technical Code for Emission Permit Application and Verification Boiler”, hot water boilers and steam boilers of 65 t/h and below refer to the implementation of this standard, and after the release of its provisions. This standard does not make provisions, but the discharge of industrial wastewater, waste gas or toxic and hazardous air pollutants specified by the state of the coking chemical industry emissions unit of other production facilities and emission outlets, with reference to the “General Provisions of the Technical Specification for Application and Issuance of Emission Permits”.
