Standard Applicability:This standard applies to guide the tanning industry sewage license application, issuance and supervision. This standard applies to guide the tanning industry sewage units to fill in “on the issuance of” Interim Provisions on the Management of Sewage Discharge Permits “notice” (ring water body [2016] No. 186) in Annex 2 “sewage license application form” and fill in the national sewage license management information platform to fill in the application information, and at the same time applies to guide the certification authority to determine the audit of the tannery industry sewage units sewage discharge permit permit requirements. This standard applies to the tannery industry emissions units discharge of water pollutants and air pollutants emissions permit management. In the tannery industry emissions units, for the implementation of the “Thermal Power Plant Air Pollutant Emission Standards” (GB 13223) of the production facilities or emission outlets, apply the “Notice on the Carrying Out of the Management of Emission Permits for Thermal Power, Paper Industry and Beijing-Tianjin-Hebei Pilot Cities of Elevated Sources” (Environmental Water Body 〔2016〕 No. 189), Annex 1, “Thermal Power Industry Emission Permit Application and Issuance of Technical Specification”; for the implementation of the “Emission Standards of Air Pollutants for Boilers”, the “Emission License Management” shall apply. Boiler Air Pollutant Emission Standards” (GB 13271) production facilities and emission outlets, with reference to the implementation of this standard, to be issued after the release of the boiler industry emission permit application and issuance of technical specifications from its provisions. This standard does not provide but the discharge of industrial wastewater, waste gas or toxic and hazardous air pollutants specified by the state of the tannery industry emissions unit of other production facilities and emission outlets, with reference to the “General Provisions of the Technical Specifications for Application and Issuance of Emission Permits”.
