Standard Applicability:This standard applies to guide the iron and steel industry emissions units to fill in the “emissions permit application form” and online filling in the relevant application information, applies to guide the certification authority to audit and determine the iron and steel industry emissions units emissions permit license requirements. This standard applies to the iron and steel industry emissions unit emissions of air pollutants and water pollutants emissions license management. This standard does not apply to coking emissions units, iron ore mining emissions units, ferroalloy emissions units, foundry emissions units emissions permit application and issuance work. Iron and steel industry emissions units, for the implementation of “Thermal Power Plant Air Pollutant Emission Standards” (GB 13223) of the production facilities or emission outlets, applicable to the “Thermal Power Industry Emission Permit Application and Issuance of Technical Specification”; for the implementation of the “Coking Chemical Industry Pollutant Emission Standards” (GB 16171) of the production facilities or emission outlets, applicable to the “emission permit application and issuance of Technical Specification Coking Chemical Industry”; before the release of “Technical Specification for Application and Issuance of Emission Permit for Boiler”, hot water boilers and steam boilers of 65 t/h and below refer to the implementation of this standard, and after the release of the provisions thereof. This standard does not make provisions, but the discharge of industrial wastewater, waste gas or toxic and hazardous air pollutants specified by the state of the iron and steel industry emissions unit of other pollution-producing facilities and emission outlets, with reference to the “General Provisions of Technical Specification for Application and Issuance of Emission Permit”.
