Standard Applicability:This standard applies to guide the textile printing and dyeing industry sewage license application, issuance and supervision. Among the textile printing and dyeing industrial emission units, for the production facilities or emission outlets implementing the Emission Standards for Air Pollutants in Thermal Power Plants (GB 13223), Annex 1 of the Notice on the Management of Emission Permits for Thermal Power, Paper Industry and Elevated Sources in Pilot Cities of Beijing-Tianjin-Hebei (Circumstance and Water Body 〔2016〕 No. 189), which states that the application for emission permits for the thermal power industry is to be conducted in accordance with the Technical Specification for the Application and Technical Specification for the Application and Issuance of Emission Permit for Thermal Power Industry”; for the implementation of the “Boiler Emission Standards for Air Pollutants” (GB 13271) for production facilities or emission outlets, reference to the implementation of this standard, to be issued after the release of the technical specification for the application and issuance of emission permits for the boiler industry, from the provisions of the technical specification. This standard does not provide but the emission of industrial wastewater, waste gas or toxic and hazardous air pollutants specified by the state textile printing and dyeing industry emissions unit of other production facilities and emission outlets, with reference to the “emission permit application and issuance of technical specifications for the implementation of the General Provisions”.
